Is shaving your eyebrows off a white supremacy thing?

I have seen 2 white guys recently whose eyebrows were purposefully, obviously, shaven off. The one guy works in my building and he definitely keeps his eyebrows shaven off on purpose. One guy was a cop, the other guy is in a work group that has a lot rednecks and other cavemen in it. I respect that everyone has the right to decide on their own appearance, but I also know that white supremacists and other sick groups like to make these little secret code things. The shaven eyebrow thing definitely adds to the intimidation factor, especially the cop.
