Does Rick Perry believe that the "Big Brother" tactics of 1984 will work on Texans?

It is a warning against criminal activity and a reminder to cell phone users that they can call 911 to report crimes. There is nothing objectionable about the ad. Its not like he's asking people to forward "fishy" e-mails to the governor's mansion. That would be creepy.
